Costa Rica Gambling License: There Is Nothing to Check
Costa Rica issues no gambling licence. There is no gaming commission, no gambling act and no register of gambling operators, so a “Costa Rica gambling licence” cannot be checked against anything. There is nothing to check it against. What is sold under that name is a data-processing permit: an ordinary business registration that lets a company host servers and process information in the country. It is issued by a general business authority, it does not examine the gambling operation, and it grants a player nothing.
The government tolerates operators who incorporate locally and serve players abroad. Tolerating is not licensing, and there is no body that supervises how these sites handle your money or your complaint.
The 83 casinos that name it, and what our record holds
83 casinos in our catalogue name Costa Rica as their licensing authority. We have read a licence number off the site of 0 of the 83, against 275 of the 5,127 casinos we track. There is no numbering system to quote from, because there is no licence being numbered. We do hold a number of our own for 1 of them, from the catalogue we import rather than from its own site, and its brand page says we cannot trace it to a register, a certificate or the operator.
That count is what our own reader found, not a statement about what every operator displays. Of the 83, 20 answered our check this morning, 32 are live but refuse it from a running server, 2 resolved but would not let us connect, and 29 we did not check at all (26 of those because our source records them closed). A page we could not read is not evidence in either direction, and we do not convert it into one.
75 of the 83 name Costa Rica and nothing else. The other 8 also name a second authority. 7 of those name Anjouan or Curaçao, which do issue licences and do keep a register, so those can be checked against the edition we hold. The remaining 1 names an authority whose register we do not hold, so that one cannot be checked either. None of it is a Costa Rican licence, because there is none to check.

- There is no regulator to complain to. Not a slow one or a weak one. None. A dispute is between you and the company.
- No licence can be suspended, so the ordinary pressure that makes an operator settle a dispute does not exist here.
- A "Costa Rica licensed" badge is not a false statement about a permit that exists. It is a true statement about a permit that does not do what the badge implies.
